JATIMTIMES - Pemerintah Kota (Pemkot) Malang mulai menerapkan pengaturan jam operasional pedagang kaki lima (PKL) di kawasan Pasar Kebalen, terutama bagi PKL yang berjualan di sepanjang Jalan Zaenal Zakse.

Kebijakan tersebut diterapkan untuk mengurai kemacetan dan mengembalikan fungsi jalan yang selama bertahun-tahun dikeluhkan masyarakat. Sebab, keberadaan PKL selama ini cukup mengganggu arus lalu-lintas.

Wali Kota Malang Wahyu Hidayat meninjau kondisi lalu lintas di kawasan tersebut secara langsung, Rabu (6/5/2026). Menurutnya, aktivitas PKL yang berjualan hingga memakan badan jalan membuat arus kendaraan sering terganggu.

“Selama ini banyak keluhan dari masyarakat karena arus lalu lintas di Jalan Kebalen terganggu dengan banyaknya pedagang dan PKL yang berada di tengah jalan, bukan hanya di pinggir,” ujar Wahyu, Rabu (6/5/2026).

Padahal, lanjut Wahyu, kawasan tersebut sebenarnya telah memiliki Pasar Kebalen sebagai tempat resmi berjualan. Namun banyak pedagang memilih keluar pasar lantaran area depan pasar dipenuhi PKL.

Sehingga kondisi semakin semrawut dan menyebabkan penumpukan pedagang di badan jalan. Setelah berkoordinasi dengan kepolisian dan mendengar aspirasi warga sekitar, Pemkot Malang memutuskan bahwa aktivitas berjualan di Jalan Zainal Zakse.

Dimana para PKL hanya diperbolehkan mulai pukul 00.00 WIB hingga 06.00 WIB. Setelah jam tersebut, kawasan harus steril dari aktivitas perdagangan.

Dengan pengaturan itu, pedagang resmi yang memiliki surat dan menempati Pasar Kebalen diharapkan dapat kembali berjualan di dalam pasar dengan lebih nyaman. Sementara itu, PKL yang belum memiliki tempat di pasar telah disiapkan lokasi relokasi di sekitar Pasar Indogadang.

“Pedagang yang tidak mempunyai surat sudah kita pikirkan relokasinya. Sudah ada lokasi di sekitar Pasar Indogadang agar mereka juga mendapat kepastian tempat berjualan,” terang Wahyu.

Pemkot Malang mulai menerapkan kebijakan tersebut sejak Senin lalu. Pada Rabu ini, Wahyu kembali mengevaluasi pelaksanaannya dan menyebut kondisi lalu lintas mulai lebih lancar. Ia mengaku banyak warga sekitar maupun pengguna jalan menyampaikan apresiasi atas penataan tersebut.

Untuk menjaga konsistensi penertiban, Pemkot Malang bersama aparat akan tetap melakukan penjagaan di lokasi. Nantinya, cone pembatas juga akan dipasang agar PKL tidak kembali menggunakan sisi jalan untuk berjualan.

Meski demikian, pendekatan persuasif tetap dikedepankan kepada pedagang yang masih melanggar aturan jam operasional. Pemkot Malang mengaku telah melakukan sosialisasi sejak jauh hari dengan mendatangi pedagang satu per satu serta memasang banner pemberitahuan di kawasan tersebut.

Selain penataan PKL, Pemkot Malang juga mulai mengatur penanganan sampah di kawasan Kebalen. Wahyu mengatakan pihaknya telah berkoordinasi dengan Dinas Lingkungan Hidup agar pengangkutan sampah dapat dilakukan lebih optimal karena kini truk pengangkut sudah bisa masuk hingga ke tepi jalan.
