JATIMTIMES - Viralnya praktik parkir di atas trotoar kawasan Soekarno-Hatta (Suhat) Kota Malang mendapat sorotan dari Dinas Perhubungan (Dishub) Kota Malang. Instansi tersebut menegaskan bahwa penggunaan trotoar sebagai lahan parkir merupakan tindakan yang keliru.

Sorotan itu muncul setelah sebuah video yang memperlihatkan adanya oknum membuka titik parkir di area trotoar Suhat beredar luas di media sosial. Rekaman tersebut diunggah akun Instagram Instagram @malangraya_info dan memicu beragam reaksi warganet.

Kepala Dinas Perhubungan Kota Malang, Widjaja Saleh Putra, mengatakan pihaknya belum bisa langsung melakukan penindakan lantaran kawasan jalan tersebut berada di bawah kewenangan Pemerintah Provinsi Jawa Timur.

“Kami harus koordinasi dulu dengan Dishub Provinsi (Jatim). Karena itu ruasnya Pemprov, dan baru saja diperbaiki,” ujar pria yang akrab disapa Jaya itu, Minggu (3/5/2026).

Ia menjelaskan, pada prinsipnya pengelolaan parkir oleh Dishub hanya mencakup area tepi jalan atau badan jalan. Sementara sebagian besar titik parkir di kawasan Suhat selama ini berada di lahan yang disediakan masing-masing pelaku usaha.

Karena itu, pendapatan dari titik parkir tersebut bukan masuk kategori retribusi parkir daerah, melainkan pajak yang menjadi kewenangan Badan Pendapatan Daerah (Bapenda) Kota Malang.

“Jadi untuk pendapatannya itu bukan retribusi ya, melainkan pajak, langsung berada pada kewenangan Bapenda,” imbuhnya.

Dishub Kota Malang kini juga berencana melakukan koordinasi lanjutan dengan Bapenda guna memutakhirkan data titik parkir di kawasan Suhat. Langkah itu dilakukan untuk memastikan legalitas dan dasar pengelolaan setiap titik parkir yang ada.

“Kalau tidak salah akan ada yang dialihkan, tapi koordinasi dulu dengan Bapenda, biar ada alas haknya,” pungkas Jaya.
