JATIMTIMES – Dinas Lingkungan Hidup (DLH) Kota Batu mengakui tantangan besar dalam tata kelola sampah saat ini adalah belum meratanya keberadaan tempat pengolahan sampah reuse, reduce, recycle (TPS3R). Beberapa wilayah strategis tercatat masih belum memiliki infrastruktur mandiri, yang memicu penumpukan sampah residu di tingkat dusun.
Kepala DLH Kota Batu, Dian Fachroni Kurniawan, mengungkapkan bahwa saat ini terdapat tiga wilayah utama yang secara praktis belum memiliki fasilitas pengolahan, yakni Desa Bulukerto, Bumiaji, dan Kelurahan Ngaglik. Sementara itu, untuk Desa Pesanggrahan, infrastruktur fisik sebenarnya sudah tersedia namun masih menunggu aktivasi operasional.

“Di Pesanggrahan infrastruktur sudah ada, tinggal diaktivasi saja. Kami sudah menyiapkan peralatan pendukung seperti mesin pengayak dan pencacah. Tinggal proses pendistribusian agar bisa segera beroperasi,” ujar Dian Fachroni.
Kesenjangan infrastruktur ini menjadi alasan kuat bagi DLH untuk mengajukan program Local Service Development Project (LSDP). Melalui skema ini, Pemkot Batu menargetkan pembangunan 10 unit TPS3R komunal baru secara gradual hingga tahun 2029.
Setiap unit nantinya dirancang memiliki kapasitas olah hingga 10 ton per hari guna mencakup wilayah-wilayah yang selama ini menjadi "titik buta" pengolahan.
Sembari menunggu pembangunan unit baru, DLH juga melakukan penguatan pada 16 rumah kompos yang sudah ada. Dari jumlah tersebut, 14 rumah kompos telah aktif. Sementara dua lainnya masih dalam tahap pelengkapan mesin pendukung.
Tahun ini, setidaknya akan ada penambahan empat rumah kompos baru untuk memperkuat TPS3R yang sudah berdiri namun belum memiliki fasilitas pengolahan organik yang maksimal.
“Kami mencoba memetakan wilayah mana saja yang mendesak, seperti Sidomulyo yang juga memerlukan penguatan. Fokus kita adalah kemandirian di tingkat desa agar beban yang masuk ke TPA Tlekung hanya berupa residu yang sudah tidak bisa diolah lagi,” tambah Dian.

Pemkot Batu berharap dengan diaktivasinya infrastruktur di Pesanggrahan dalam waktu dekat serta pembangunan bertahap di Bulukerto dan Bumiaji, masalah pembuangan sampah sembarangan atau pembakaran sampah di lahan terbuka bisa ditekan.
Langkah aktivasi infrastruktur ini dianggap krusial mengingat volume sampah Kota Batu terus berfluktuasi di angka 125 ton per hari. Tanpa adanya TPS3R di setiap desa atau kelurahan, upaya desentralisasi sampah organik dan anorganik sulit tercapai.
"Jika tidak, maka akhirnya membebani sentralisasi pengolahan di tingkat kota (TPA)," imbuhnya.
