Belanja Pegawai Maksimal 30 Persen, Pemkab Malang Tidak PHK PPPK dan PPPK Paruh Waktu

JATIMTIMES - Meski setiap daerah diimbau untuk mengatur pola belanja pegawai maksimal 30 persen di dalam Anggaran Pendapatan dan Belanja Daerah (APBD), Pemerintah Kabupaten (Pemkab) Malang belum berencana melakukan pemutusan hubungan kerja (PHK) terhadap Plpegawai pemerintah dengan perjanjian kerja (PPPK) dan PPPK paruh waktu. 

Hal itu dikonfirmasi langsung oleh Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Malang Nurman Ramdansyah. Menurut Nurman, hingga saat ini Pemkab Malang belum mengambil langkah untuk merumahkan PPPK maupun PPPK paruh waktu.

"Insya Allah kami Pemkab Malang sampai dengan saat ini tidak berencana untuk melakukan PHK atau merumahkan para PPPK atau PPPK paruh waktu kami," ungkap Nurman, Jumat (10/7/2026). 

Pihaknya menjelaskan, saat ini jumlah aparatur sipil negara (ASN) di lingkungan Pemkab Malang berjumlah sekitar 20.385 orang. Dari jumlah tersebut, sebanyak 7.000 orang berstatus sebagai ASN dan 13.385 orang berstatus sebagai PPPK. Di dalam APBD Kabupaten Malang, anggaran belanja sebesar Rp 4,47 triliun dengan porsi untuk anggaran belanja pegawai sebesar 37 persen. 

Sehingga, dengan kondisi itu, Pemkab Malang melalui Tim Anggaran Pemerintah Daerah (TAPD) perlu melakukan berbagai upaya agar belanja pegawai dapat ditekan hingga maksimal 30 persen atau menggunakan skema-skema sesuai dengan peraturan perundang-undangan yang berlaku.

"Setahu saya, Pemkab Malang akan menggunakan skema-skema lain yang intinya tidak akan "mengganggu" gaji dan tunjangan para PPPK atau PPPK paruh waktu," kata Nurman. 

Sementara itu, Kepala Badan Perencanaan Pembangunan Daerah (Bappeda) Kabupaten Malang Tomie Herawanto mengatakan, di tahun 2027 mendatang akan dilakukan skema pengaturan belanja pegawai sehingga pilihan terburuk untuk merumahkan para PPPK maupun PPPK paruh waktu tidak dipilih. 

"Nanti belanja daerah akan kami tingkatkan supaya bisa memenuhi gaji pegawai 30 persen itu. Belanja daerah total kami proyeksikan naik jadi Rp 5,3 triliun pada tahun 2027," ujar Tomie.

Menurut dia, dengan adanya proyeksi peningkatan belanja daerah, maka pendapatan daerah juha harus ditingkatkan. Baik pendapatan asli daerah (PAD), dana transfer, hingga lain-lain pendapatan daerah yang sah harus dikuatkan sesuai peraturan perundang-undangan. 

"Sebab, defisit anggaran tidak boleh lebih dari 2,5 persen. Jadi dimungkinkan target pendapatan daerahnya bisa sampai Rp 5,1 triliun," tutur Tomie. 

Lebih lanjut, menurut Tomie, realisasi pajak daerah dapat menjadi salah satu fokus utama untuk ditingkatkan agar skema tersebut dapat terlaksana dengan baik. Pasalnya, realisasi pajak daerah terus mengalami peningkatan dari tahun ke tahun. Di tahun 2024 pajak daerah terealisasi Rp 528,99 miliar. Lalu di tahun 2025 meningkat menjadi Rp 745,24 miliar. Selain itu, realisasi retribusi daerah juga akan terus dimaksimalkan untuk mencapai atau melebihi target yang telah ditetapkan.
