JATIMTIMES - Pemerintah Kota Malang menyatakan siap memerangi praktik LGBT setelah terbitnya Peraturan Presiden Nomor 115 Tahun 2025 yang memasukkan budaya LGBTQ sebagai salah satu ancaman nonmiliter. Namun, hingga kini langkah yang dipaparkan masih sebatas sosialisasi dan belum disertai mekanisme penanganan yang lebih konkret.

Komitmen tersebut mencuat di tengah tingginya temuan kasus baru HIV di Kota Malang. Sepanjang 2025 tercatat sekitar 300 kasus baru HIV, dengan penyebab yang paling dominan berasal dari hubungan lelaki seks dengan lelaki (LSL).

Sementara itu, hingga Mei 2026, Dinas Kesehatan Kota Malang kembali mencatat 97 temuan baru orang dengan HIV (ODHIV). Sekitar 35 persen di antaranya juga berkaitan dengan perilaku LSL.

Menanggapi kondisi tersebut, Wali Kota Malang Wahyu Hidayat mengatakan pemerintah mulai menyiapkan langkah antisipasi melalui sosialisasi kepada masyarakat dan organisasi perangkat daerah (OPD).

Menurutnya, sebagai kota pendidikan dan kota pariwisata yang setiap tahun menerima puluhan ribu pendatang, Kota Malang perlu memberikan pemahaman sejak dini mengenai dampak yang ditimbulkan, terutama dari sisi kesehatan.

"Kami sudah minta ada sosialisasi. Kota Malang ini kota pendidikan, kota pariwisata, tentunya hal-hal seperti itu juga terjadi di Kota Malang. Kami akan memberikan sosialisasi kepada OPD-OPD agar memberikan gambaran dampaknya, terutama terkait kesehatan," ujarnya, Senin (6/7/2025). 

Ia juga menyebut pemerintah akan mempelajari regulasi yang mengatur persoalan LGBT sembari memberikan edukasi kepada masyarakat, khususnya para pendatang yang datang ke Kota Malang.

"Kami berharap tidak terjadi terkait LGBT yang ada di Kota Malang," katanya.

Saat ditanya apakah LGBT perlu diperangi di Kota Malang, Wahyu menjawab tegas bahwa hal tersebut perlu dilakukan. "Perlu kita perangi," ucapnya.

Namun ketika didalami mengenai langkah konkret di luar sosialisasi, seperti pemetaan, pemantauan, maupun intervensi terhadap titik-titik yang dianggap rawan, jawaban yang disampaikan belum mengarah pada strategi yang lebih spesifik.

Wahyu hanya menyebut terdapat program khusus yang dijalankan Dinas Sosial dan Dinas Kesehatan untuk memberikan pemahaman mengenai dampak yang ditimbulkan.

"Ada program khusus, baik Dinas Sosial maupun Dinas Kesehatan, untuk memberikan gambaran dampak apabila terjadi LGBT," katanya.

Pernyataan tersebut menunjukkan bahwa hingga kini upaya yang dipaparkan Pemerintah Kota Malang masih berfokus pada pendekatan edukasi. Di sisi lain, data penularan HIV yang masih didominasi faktor LSL memunculkan pertanyaan mengenai efektivitas strategi tersebut apabila tidak diikuti langkah yang lebih terukur, terarah, dan memiliki indikator keberhasilan yang jelas.
