Wali Kota Surabaya Eri Cahyadi, menyampaikan penjelasan atas Rancangan Peraturan Daerah (Raperda) tentang Pertanggungjawaban Pelaksanaan APBD 2025 yang selanjutnya akan dibahas bersama legislatif.

Rapat dipimpin Ketua DPRD Surabaya, Syaifuddin Zuhri, serta dihadiri Sekretaris Daerah Kota Surabaya, jajaran kepala perangkat daerah, pimpinan BUMD, dan 40 anggota dewan.
Membuka sidang, Syaifuddin Zuhri menegaskan bahwa agenda paripurna merupakan tindak lanjut dari hasil rapat Badan Musyawarah yang telah menetapkan pembahasan Raperda pertanggungjawaban APBD 2025.
"Agenda rapat paripurna hari ini adalah penyampaian penjelasan Wali Kota atas Rancangan Peraturan Daerah tentang pertanggungjawaban pelaksanaan Anggaran Pendapatan dan Belanja Daerah Tahun Anggaran 2025," ujar Syaifuddin.
Dalam pemaparannya, Eri Cahyadi mengungkapkan realisasi pendapatan daerah sepanjang 2025 mencapai Rp 10,634 triliun. Sementara realisasi belanja daerah tercatat sebesar Rp 10,550 triliun. Dari komposisi tersebut, ditambah pembiayaan neto, Pemerintah Kota Surabaya membukukan Sisa Lebih Pembiayaan Anggaran (SiLPA) sebesar Rp 516,896 miliar.
Menurut Eri, besarnya SiLPA bukan mencerminkan anggaran yang tidak termanfaatkan, melainkan menjadi cadangan kas yang wajib tersedia untuk menjamin keberlangsungan pelayanan publik pada awal tahun anggaran berikutnya.

"SiLPA itu wajib ada. Digunakan untuk membayar listrik, kebutuhan operasional, pembayaran air, rumah pompa, gaji pegawai, hingga kebutuhan pokok pemerintahan sebelum pendapatan daerah mulai masuk pada awal tahun," tegasnya.
Usai penyampaian penjelasan wali kota, Ketua DPRD Surabaya, Syaifuddin Zuhri, menyatakan seluruh dokumen resmi telah diterima dewan untuk selanjutnya dibahas pada tahapan berikutnya.
"Saudara Wali Kota telah menyampaikan penjelasan atas Rancangan Peraturan Daerah tentang pertanggungjawaban pelaksanaan APBD Tahun Anggaran 2025. Selanjutnya dokumen ini akan menjadi bahan pembahasan fraksi fraksi DPRD sebelum diputuskan dalam rapat paripurna berikutnya pada hari Rabu (8/7)," tutup Syaifuddin.
