JATIMTIMES - Curhatan dosen tetap non-Aparatur Sipil Negara (non-ASN) di Universitas Airlangga viral di media sosial. Dalam kesaksiannya saat sidang uji materi Undang-Undang Guru dan Dosen di Mahkamah Konstitusi (MK), ia mengaku menerima gaji pokok hanya sekitar Rp2,6 juta per bulan meski telah mengabdi selama belasan tahun, menempuh pendidikan doktor (S3), hingga mengantongi sertifikasi pendidik.
Video tersebut ramai diperbincangkan karena dinilai menggambarkan persoalan kesejahteraan dosen di Indonesia. Tak sedikit warganet yang menilai besaran gaji pokok tersebut tidak sebanding dengan beban kerja dosen yang mencakup pengajaran, penelitian, pengabdian kepada masyarakat, hingga tugas administrasi kampus.

Dosen bernama Cenuk Widyastrisna Sayekti menyampaikan pengalamannya saat memberikan keterangan dalam sidang di Mahkamah Konstitusi.
"Saya, Cenuk Widyastrisna Sayekti adalah dosen tetap non-ASN di Universitas Airlangga. Ketika mulai bekerja di Universitas Airlangga, gaji pokok yang saya terima adalah sekitar Rp2.600.000 per bulan," ujarnya.
Ia mengatakan, setelah bertahun-tahun mengabdi sebagai dosen, menyelesaikan pendidikan doktor, hingga memperoleh sertifikat pendidik atau serdos, penghasilan dasarnya atau gaji dosen masih sangat terbatas.
"Artinya, setelah belasan tahun berkarir sebagai dosen, menempuh pendidikan doktor, dan mendapatkan serdos, sertifikasi pendidik, penghasilan dasar saya sebagai dosen tetap masih berada pada tingkat yang sangat terbatas," katanya.
Menurut Cenuk, tugas dosen jauh lebih luas daripada sekadar mengajar di ruang kelas. Dalam kesehariannya, ia harus menjalankan seluruh unsur tridarma perguruan tinggi sekaligus berbagai tugas kelembagaan.
"Pekerjaan saya sebagai dosen tidak hanya mengajar di kelas. Dalam keseharian, saya menjalankan seluruh unsur tridharma sekaligus berbagai tugas kelembagaan kampus," tuturnya.
Ia kemudian memaparkan bahwa dalam tiga bulan terakhir, penghasilan yang diterimanya sekitar Rp3,3 juta per bulan. Nominal tersebut bukan murni gaji pokok, melainkan sudah ditambah sejumlah komponen lain.
"Tiga bulan terakhir, gaji pokok yang saya terima di bulan ketiga ini yang terakhir adalah Rp3.300.000. Rp3.300.000 itu terdiri atas Rp2.600.000 gaji pokok ditambah tunjangan profesi lektor, uang makan, maupun uang beras," ujarnya.
Menurutnya, persoalan utama bukan hanya kecilnya nominal gaji, tetapi karena kesejahteraan dosen terlalu bergantung pada berbagai komponen tambahan di luar gaji pokok.
"Persoalan utamanya bukan hanya soal nominal yang kecil, tetapi juga karena kesejahteraan dosen tidak bertumpu pada gaji pokok yang cukup kuat." katanya.
"Penghidupan saya sebagai dosen bergantung pada komponen tambahan di luar gaji pokok. Artinya, ketika salah satu komponen penghasilan itu terganggu, dampaknya langsung terasa pada kehidupan saya," lanjutnya.
Curhatan serupa juga disampaikan Dinda Dinanti, dosen dari UPN Veteran Jawa Timur. Ia menyebut rendahnya kesejahteraan dosen membuat sebagian tenaga pengajar harus mencari pekerjaan sampingan demi memenuhi kebutuhan hidup.
"Akibat dari kekerasan ekonomi ini yang sangat deduktif bagi kehidupan nyata para dosen, demi menutup kekurangan perut dan bertahan hidup di kota besar, saya sendiri pun juga terpaksa harus menyisihkan waktu produktif saya untuk berjualan kue," katanya.

Ia juga mengaku mengetahui ada rekan sesama dosen yang selama berbulan-bulan belum menerima gaji hingga terpaksa menjadi pengemudi ojek online.
"...banyak teman-teman saya di dosen-dosen lainnya selama berbulan-bulan tidak dibayarkan gajinya dan sampai harus menarik ojek online," jelasnya.
Menurut Dinda, kondisi tersebut berdampak langsung terhadap kualitas pendidikan tinggi karena perhatian dosen terbagi antara menjalankan tugas akademik dan memenuhi kebutuhan ekonomi.
"Bagaimana mungkin mutu ilmu pengetahuan tingkat tinggi bisa berjalan dengan jernih jika fokus pikiran mengajarnya terbagi antara borang administrasi yang politis dan tuntutan perut yang kelaparan," ujarnya.
Dalam keterangannya, Dinda memohon agar negara memberikan kepastian hukum terkait hak-hak dosen tetap, termasuk mengenai upah yang layak dan perlindungan sosial.
"Kami memohon kepastian hukum yang berkeadilan sosioekonomis bagi profesi dosen," ungkapnya.
"Berikanlah tafsir konstitusional yang tegas agar undang-undang guru dan dosen tidak lagi diposisikan lebih rendah atau diabaikan oleh aturan-aturan sektor lainnya." imbuh Dinda dalam kesaksiannya saat sidang uji materi Undang-Undang Guru dan Dosen di Mahkamah Konstitusi (MK).
Ia juga meminta adanya jaminan kesejahteraan bagi para dosen. "Tegaskanlah bahwa kemarwa kami, sebagai dosen tetap yang berhak atas upah yang layak, jaminan sosial yang penuh, serta pelindungan hukum yang membebaskan kami dari segala bentuk intimidasi dan kekerasan finansial," ungkapnya.
Menutup keterangannya, Dinda menilai kesejahteraan dosen menjadi syarat penting untuk meningkatkan kualitas pendidikan tinggi di Indonesia.
"Kesejahteraan dosen adalah prasyarat mutlak dan harga mati bagi kemajuan pendidikan tinggi di Indonesia agar terciptanya kualitas pendidikan tinggi, kualitas riset, presentasi dosen, target Indonesia emas di masa yang akan datang," tutup Dinda.
