JATIMTIMES – Badan Pembentukan Peraturan Daerah (Bapemperda) DPRD Provinsi Jawa Timur (Jatim) mengusulkan perombakan mendasar terhadap regulasi hak keuangan internal kedewanan. Terdapat enam materi muatan pokok yang diusulkan diubah. 

Melalui nota penjelasan yang disampaikan dalam sidang paripurna internal, Senin (15/6/2026), parlemen mengajukan Rancangan Peraturan Daerah (Raperda) tentang Perubahan Ketiga atas Perda Nomor 5 Tahun 2017 tentang Hak Keuangan dan Administratif Pimpinan dan Anggota DPRD Jatim.

Langkah strategis ini diambil sebagai bentuk kepatuhan hukum untuk menyelaraskan aturan di tingkat daerah dengan dinamika regulasi terbaru yang dikeluarkan oleh pemerintah pusat, sekaligus menyesuaikan kebutuhan internal di DPRD Jatim.

Juru Bicara Bapemperda DPRD Jatim, Hartono, menjelaskan bahwa usulan ini merupakan inisiatif langsung dari Bapemperda demi merespons aturan-aturan baru dari pusat.

"Jadi ini memang inisiatif dari Bapemperda untuk menyesuaikan dengan peraturan yang di atas, juga untuk menyesuaikan kebutuhan di DPRD Jawa Timur sendiri," kata Hartono saat ditemui seusai rapat paripurna di Gedung DPRD Jatim, Senin (15/6/2026).

Hartono memaparkan, draf Raperda baru ini mengusulkan perubahan pada enam materi muatan pokok yang menjadi landasan administratif keuangan dewan. Materi-materi tersebut diselaraskan secara rigid berdasarkan Peraturan Pemerintah (PP) Nomor 1 Tahun 2023 serta Peraturan Presiden (Perpres) Nomor 72 Tahun 2025 yang mengatur Standar Harga Satuan Regional.

Enam poin muatan pokok yang diusulkan dirombak dalam aturan baru ini meliputi:

 1. Penyesuaian jenis belanja pada pos Sekretariat DPRD.

 2. Penambahan jumlah pelaksanaan kegiatan reses dewan.

 3. Perubahan nomenklatur operasional dari "kendaraan dinas jabatan" menjadi "kendaraan perorangan dinas".

 4. Perubahan mekanisme dan pengetatan waktu pengembalian rumah negara beserta kendaraan perorangan dinas.

 5. Pengetatan syarat administrasi pemindahtanganan aset daerah (rumah negara dan kendaraan perorangan dinas).

 6. Perubahan ketentuan mengenai besaran nominal uang jasa pengabdian bagi pimpinan dan anggota dewan yang purnatugas.

Menyoroti perubahan nomenklatur pada kendaraan dinas jabatan dan rumah dinas, Hartono menegaskan bahwa poin ini murni berupa penataan administrasi hukum dan tata usaha. Aturan penatausahaannya akan disesuaikan secara ketat agar selaras dengan mekanisme pengelolaan Barang Milik Daerah (BMD).

"Itu hanya perubahan nomenklatur saja. Menyesuaikan dengan peraturan yang sudah berubah di pusat. Bentuknya, ini pengaturannya ini, yang berupa fisik mobil, kan selama ini ada itu ya, yang untuk pimpinan itu," papar legislator Fraksi Partai Gerindra ini.

"Nanti mekanismenya dan penatausahaannya kan sesuai dengan barang milik daerah akan itu nanti. Penyesuaian nomenklatur saja," urai Hartono yang berasal dari Daerah Pemilihan (Dapil) Jatim IX (Ngawi, Magetan, Ponorogo, Pacitan, Trenggalek) tersebut. 

Melalui penataan ulang enam materi pokok ini, Bapemperda mengharapkan draf regulasi ini dapat melahirkan tata kelola birokrasi kedewanan yang lebih tertib hukum, akuntabel, serta mampu mengoptimalkan peran anggota legislatif dalam menjalankan fungsi-fungsi keparlemanan di Jatim.
