JATIMTIMES - Pemerintah Kota (Pemkot) Malang terus mempercepat penataan aset daerah melalui program sertifikasi tanah. Hasilnya, jumlah aset tanah yang telah bersertifikat meningkat tajam dalam tujuh tahun terakhir.

Kepala Badan Keuangan dan Aset Daerah (BKAD) Kota Malang, Subkhan, mengungkapkan bahwa saat dirinya mulai bertugas di BKAD pada 2019, aset tanah yang telah bersertifikat baru sekitar 799 bidang. Jumlah itu hanya sekitar 11 persen dari total aset tanah milik pemerintah daerah. "Di 2019 sekitar Mei itu hanya 799. Sekarang insyaallah sudah 4.600-an. Artinya sudah 53 persen dari total aset ini," ujarnya.

Subkhan menjelaskan, Pemkot Malang memiliki 8.264 bidang tanah yang tercatat dalam Kartu Inventaris Barang (KIB) A. Aset tersebut tersebar di seluruh kecamatan di Kota Malang.

Menurut dia, percepatan sertifikasi dilakukan dengan memanfaatkan program yang dijalankan Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN). Selain itu, koordinasi dengan Kantor Pertanahan juga terus diperkuat.

Saat mulai melakukan penelusuran aset, Subkhan mengaku menemukan sejumlah pengajuan sertifikasi yang telah dianggarkan. Namun, hasilnya belum terlihat secara optimal.

Dari kondisi tersebut, BKAD kemudian melakukan percepatan sertifikasi secara bertahap. Momentum program percepatan dari pemerintah pusat dimanfaatkan untuk mengejar legalitas aset daerah.

Meski capaian sertifikasi telah menembus lebih dari separuh total aset tanah, Subkhan mengakui proses tersebut tidak sepenuhnya bergantung pada pemerintah daerah. Sebab, proses penerbitan sertifikat juga menyesuaikan kapasitas layanan di Kantor Pertanahan.

"Kita juga enggak bisa paksa. Pertanahan itu yang dilayani bukan hanya aset pemerintah, tapi juga masyarakat, yayasan, dan sebagainya," katanya.

Kendati demikian, ia menilai kerja sama antara Pemkot Malang dan Kantor Pertanahan berjalan baik. Hal itu dibuktikan dengan peningkatan jumlah aset yang berhasil disertifikasi dalam beberapa tahun terakhir.

Subkhan berharap seluruh aset tanah milik Pemkot Malang dapat tersertifikasi dalam waktu dekat. Ia bahkan memasang target pribadi agar pekerjaan tersebut dapat dituntaskan sebelum memasuki masa pensiun. "Mudah-mudahan saya sebelum pensiun sudah selesai," pungkasnya.
