JATIMTIMES – Kasus dugaan pungutan liar (pungli) dan praktik jual beli lapak pedagang kaki lima (PKL) di kawasan Alun-Alun Kota Batu kian ramai menjadi sorotan publik.

Persoalan ini terus menggelinding setelah sejumlah pedagang yang menjadi korban mulai berani melapor ke pihak kepolisian dengan menyertakan bukti transfer uang hingga belasan juta rupiah.

Kondisi tersebut memantik perhatian serius dari anggota DPRD Kota Batu. Khamim Tohari, anggota Fraksi PDIP, mendesak agar kasus ini segera diusut secara tuntas. Khamim menegaskan bahwa kelompok rentan seperti PKL harus dapat perlindungan dari praktik ilegal yang merugikan.

"Kami mendesak agar kasus dugaan pungli dan jual beli lapak ini diusut sampai tuntas karena fasilitas umum merupakan aset negara yang tidak boleh diperjualbelikan demi kepentingan pribadi atau kelompok," ujar dia.

Khamim menyoroti bahwa area yang digunakan oleh para pedagang tersebut merupakan fasilitas umum (fasum) sehingga tindakan menguasai lahan secara sepihak untuk mencari keuntungan pribadi jelas melanggar hukum.

Ia meminta Pemerintah Kota Batu melalui Satuan Polisi Pamong Praja (Satpol PP) bertindak tegas terkait aturan namun pemkot tetap wajib memberikan solusi konkret berupa relokasi tempat berjualan yang baru. "Jangan sampai fasum ditempati untuk berjualan dengan dalih urusan perut, tapi di sisi lain harus menyiapkan solusi seperti relokasi agar pedagang tidak terus dirugikan," imbuhnya.

Guna mengungkap dalang di balik praktik ilegal ini, legislatif menyatakan dukungan penuh terhadap langkah penyelidikan yang tengah berjalan di Satreskrim Polres Batu.

Khamim berharap aparat penegak hukum dapat bergerak cepat menelusuri asal-usul perpindahan tangan lapak tersebut dan memastikan proses penegakan hukum berjalan tanpa tebang pilih.

Pihak dewan juga menyatakan kesiapannya untuk membuka pintu bagi para pedagang yang menjadi korban pungli untuk menyampaikan aspirasi secara resmi melalui forum dialog.

"Kami siap menampung keluhan para korban melalui agenda hearing di kantor dewan guna merumuskan solusi jangka panjang agar mereka bisa kembali berjualan di lokasi yang sesuai peruntukannya," tandasnya.
