JATIMTIMES - Kemacetan di sekitar Pasar Kebalen, Kota Malang, masih sering terjadi saat pagi hari. Salah satu pemicunya ialah pola belanja langsung dari kendaraan. Aktivitas itu banyak terlihat di sepanjang Jalan Zaenal Zakse. Pembeli kerap berhenti di tepi jalan untuk bertransaksi dengan pedagang.

Kondisi tersebut membuat arus kendaraan melambat. Antrean kendaraan bahkan muncul saat jam sibuk masyarakat berangkat kerja.

Kepala Dinas Koperasi, Perindustrian dan Perdagangan (Diskopindag) Kota Malang, Eko Sri Yuliadi, menilai persoalan itu tidak hanya berkaitan dengan pedagang. Menurutnya, perilaku pembeli juga ikut memengaruhi semrawutnya kawasan pasar. Pemkot Malang sebenarnya sudah memberi toleransi bagi PKL untuk berjualan.

Di mana dalam hal ini, pedagang yang tidak terdaftar sebagai pemilik kios atau lapak resmi di Pasar Kebalen alias PKL, hanya diperbolehkan berjualan di Jalan Zainal Zakse selama 6 jam. Yakni sejak pukul 24.00 WIB hingga 06.00 WIB. Aturan itu dibuat agar fungsi jalan kembali normal pada pagi hari. Pengguna jalan lain diharapkan tetap bisa melintas dengan nyaman.

“Pemkot Malang telah mengeluarkan toleransi waktu. Mari kita hargai itu,” ujar Eko.

Disperindag mencatat jumlah PKL di kawasan tersebut mencapai sekitar 800 orang. Sementara pedagang resmi di dalam pasar sekitar 300 orang. Banyaknya pembeli yang memilih transaksi dari kendaraan memicu pedagang keluar area pasar. Pedagang berusaha mendekati pembeli demi mempertahankan penjualan.

Fenomena itu disebut sudah berlangsung sejak akhir 1980-an. Hingga kini, penataan kawasan Pasar Kebalen masih menjadi pekerjaan rumah Pemkot Malang. Diskopindag berencana melanjutkan penataan secara bertahap dan persuasif. Area parkir pasar juga menjadi fokus penertiban berikutnya.

Eko menegaskan kawasan pasar harus bersih setelah batas waktu operasional berakhir. Pemkot tetap memberi ruang bagi pedagang untuk mencari nafkah. Menurutnya, perubahan kondisi lalu lintas tidak cukup mengandalkan penertiban pedagang. Kesadaran masyarakat saat berbelanja juga dinilai sangat menentukan.
