JATIMTIMES - Pelaksanaan mutasi pejabat eselon II di lingkungan Pemerintah Kota Malang berpeluang berlangsung pada Mei 2026. Namun hingga kini, pemerintah daerah masih menunggu penetapan dari Badan Kepegawaian Negara (BKN) terkait penerapan sistem manajemen talenta ASN.
Plt Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Malang, Hendru Martono, menyampaikan bahwa tahapan ekspose mengenai sistem tersebut sebenarnya telah dilakukan beberapa waktu lalu.

“Pemkot Malang sudah melakukan pemaparan atau ekspose terkait sistem Manajemen Talenta. Saat ini kami masih menunggu penetapan dari BKN atas tindak lanjut ekspose beberapa waktu lalu,” ujarnya.
Jika persetujuan itu turun dalam waktu dekat, mutasi jabatan pimpinan tinggi pratama (JPTP) dapat segera dilaksanakan tanpa harus melalui mekanisme seleksi terbuka sebagaimana pola sebelumnya.
“Kalau minggu ini sudah ditetapkan, kemungkinan mutasi bisa dilakukan bulan Mei ini,” kata Hendru.
Penerapan manajemen talenta nantinya menjadi dasar baru dalam penataan jabatan ASN di lingkungan Pemkot Malang. Sistem tersebut mengedepankan pemetaan kompetensi, performa kerja, hingga rekam jejak pegawai sebagai bahan pertimbangan promosi maupun rotasi jabatan.
Karena itu, BKPSDM kini meminta seluruh aparatur sipil negara (ASN) di lingkungan Pemkot Malang segera melengkapi data pada Sistem Informasi ASN (SIASN). Kelengkapan data tersebut diperlukan untuk mendukung proses pemetaan talenta pegawai.
“Kami mendorong setiap ASN untuk input data selengkap-lengkapnya ke SIASN sebagai pertimbangan pemetaan manajemen talenta,” imbuhnya.
Merujuk informasi pada laman resmi BKN, sistem manajemen talenta membagi ASN dalam sembilan kategori penilaian atau nine box talent management. Pegawai yang berada pada kelompok atas akan memiliki peluang lebih besar untuk menduduki jabatan strategis.

Sementara itu, pengisian posisi pejabat definitif di lingkungan Pemkot Malang juga menjadi perhatian DPRD Kota Malang. Ketua DPRD Kota Malang, Amithya Ratnanggani Sirraduhita, berharap kekosongan sejumlah posisi strategis dapat segera diselesaikan agar pelayanan pemerintahan tetap berjalan maksimal.
“Yang jelas segera diisi tempat-tempat yang kosong ini. Karena itu salah satu ikhtiar pemerintah kota untuk mengefisiensikan dan memaksimalkan gerak dari masing-masing perangkat daerah,” tuturnya.
Saat ini terdapat delapan posisi JPTP di lingkungan Pemkot Malang yang masih dijabat pelaksana tugas maupun pelaksana harian. Jabatan tersebut meliputi Asisten I Bidang Pemerintahan dan Kesejahteraan Rakyat, Asisten III Administrasi Umum, Staf Ahli Bidang Hukum, Pemerintahan dan Politik, hingga Staf Ahli Pembangunan, Kesejahteraan Rakyat dan SDM.
Selain itu, posisi Kepala Dinas Lingkungan Hidup, Kepala BKPSDM, Kepala Bakesbangpol, serta Inspektur Inspektorat Kota Malang juga belum memiliki pejabat definitif.
