JATIMTIMES - ​DPRD Kota Malang menyoroti penurunan drastis anggaran Ruang Terbuka Hijau (RTH) pada tahun 2026 mendatang. Anggaran yang semula diproyeksikan mencapai Rp 7,5 miliar kini terjun bebas menjadi hanya Rp 350 juta.

​Kondisi ini memicu kekhawatiran mengenai efektivitas Rancangan Peraturan Daerah (Ranperda) RTH yang sedang disusun. Wakil Ketua Komisi C DPRD Kota Malang, Dito Arief Nurakhmadi, memberikan peringatan keras terkait kebijakan tersebut.

​"Jangan sampai Perda ini hanya sekadar Perda, tapi tidak bisa implementatif," tegas Dito.

Ia menilai Ranperda RTH akan sia-sia jika tidak didukung oleh kebijakan anggaran yang memadai. ​Dito mengungkapkan bahwa anggaran Rp350 juta sangat minim untuk mengelola seluruh RTH se-Kota Malang. 

Padahal, Kota Malang ditargetkan harus memenuhi kewajiban luas RTH sebesar 30 persen. ​Saat ini, capaian RTH di Kota Malang dilaporkan masih berada pada angka 17 persen. Hal ini menunjukkan masih ada selisih besar yang harus dikejar oleh pemerintah daerah.

​Anggota Pansus Ranperda RTH ini menekankan pentingnya identifikasi ulang terhadap aset-aset milik daerah. Banyak lahan yang seharusnya menjadi RTH diduga telah mengalami alih fungsi dan alih tangan.

​Inventarisasi aset menjadi langkah krusial agar data luasan RTH publik dan privat menjadi lebih jelas. Masalah ini dianggap kompleks karena berkaitan erat dengan penataan ruang dan barang milik daerah.

​"RTH itu fenomenanya kompleks, banyak aset daerah yang sudah alih fungsi dan alih tangan," jelasnya. Ia juga menyoroti proses serah terima Prasarana, Sarana, dan Utilitas (PSU) dari perumahan swasta.

​Dito menambahkan bahwa penyediaan RTH privat sebesar 10 persen sering kali terkendala masalah administrasi. Pemerintah kota diminta segera mempercepat proses serah terima agar target luasan segera terpenuhi.

​Selain penyediaan, aturan baru ini juga akan memperketat mekanisme pemanfaatan ruang terbuka hijau. Segala bentuk kegiatan di area RTH harus mendapatkan izin resmi dari Walikota setempat.

​"Pemanfaatan RTH ini tidak boleh sewenang-wenang atau asal-asalan, harus ada izin Walikota," kata Dito. Hal ini dilakukan untuk mencegah alih fungsi lahan RTH menjadi area komersial ilegal.

​Ia juga mendorong pemanfaatan potensi lahan terbatas seperti sempadan sungai dan area pemakaman. Sempadan sungai yang masih kosong akan diprioritaskan untuk difungsikan sebagai ruang hijau baru.

​Dito mengakui adanya irisan aturan antara Ranperda RTH dengan undang-undang sumber daya air lainnya. Namun, fokus utama saat ini adalah melindungi lahan yang masih aman agar tidak beralih fungsi.

​Pansus berharap pemerintah tetap memiliki keberpihakan anggaran demi mewujudkan wajah kota yang lebih asri. Penataan taman kota yang berkualitas diharapkan tidak berhenti hanya karena keterbatasan biaya.
