Juru Bicara Pansus BUMD DPRD Jatim Abdullah Abu Bakar menegaskan bahwa kondisi ketimpangan kontribusi dividen sangat mencolok. Bank Jatim menyumbang sekitar 86 persen dari total setoran. Artinya, BUMD lain terbilang minim kontribusi.
"Persoalan utama BUMD Jawa Timur bukan sekadar pada kinerja individu perusahaan, melainkan pada kegagalan sistemik dalam mengelola portofolio BUMD secara strategis," tandas Abdullah.
Pansus menilai bahwa persoalan mendasar BUMD terletak pada tidak adanya sistem kinerja yang benar-benar mengikat. KPI yang diterapkan selama ini cenderung bersifat administratif dan tidak memiliki konsekuensi nyata terhadap keberlanjutan jabatan manajemen.
Guna mengakhiri fenomena 'kinerja tanpa tekanan', pansus merekomendasikan gubernur untuk menetapkan kontrak kinerja yang bersifat wajib dan mengikat. "Pansus menegaskan bahwa direksi dan komisaris yang tidak mencapai target KPI wajib diganti tanpa kompromi, sebagai bentuk penegakan akuntabilitas dan upaya memutus praktik kinerja tanpa konsekuensi yang selama ini terjadi," ujar Abu, sapaan akrabnya.
Di sektor operasional, pansus merekomendasikan langkah korektif struktural terhadap holding BUMD non-keuangan, seperti PT Panca Wira Usaha Jatim, PT Jatim Grha Utama, dan PT Petrogas Jatim Utama. Penataan ini harus diikuti dengan pengurangan jumlah anak perusahaan yang tidak produktif agar struktur menjadi ramping, fokus, dan efisien.
Pansus juga memberikan perhatian serius pada pengelolaan aset yang diperkirakan lebih dari separuh aset non-perbankan dalam kondisi tidak produktif. Terkait hal ini, pansus menetapkan target waktu yang tegas bagi pemerintah provinsi.
"Dalam waktu 12 bulan (akhir Desember tahun 2026 untuk tahun ini), minimal 30–50 persen aset idle sudah termonetisasi atau memiliki skema pemanfaatan yang jelas," papar legislator Fraksi PAN itu.
Lebih lanjut, pansus menilai bahwa fungsi pengelolaan di biro perekonomian saat ini masih cenderung administratif dan belum menjalankan peran strategis sebagai pengendali portofolio. Oleh karena itu, pansus merekomendasikan penguatan lembaga ini dan ambil peran sebagai biro khusus yang menjadi pusat kendali strategis (strategic holding controller).

"Biro sebagai representasi gubernur sah dan berwenang melakukan monitoring, evaluasi, dan pembinaan terhadap seluruh BUMD, termasuk holding dan anak perusahaan," tegas Abdullah.
Pansus menekankan pentingnya peta jalan (grand design) bagi BUMD. Dalam rekomendasinya, pansus menegaskan bahwa selama peta jalan pengelolaan BUMD belum ditetapkan, tidak diperkenankan adanya pembentukan BUMD baru dalam bentuk apapun.
Ketua Pansus BUMD DPRD Jatim dr Agung Mulyono menambahkan bahwa sederet rekomendasi tersebut diserahkan kepada gubernur Jawa Timur untuk segera ditindaklanjuti secara konkret, terukur, dan dalam jangka waktu yang jelas.
"Prinsipnya kami bukan eksekutor. Kita rekomendasikan. Eksekutornya tentu Pak Sekda dan jajarannya (pihak eksekutif). Tadi Pak Sekda sudah melihat dan menilai bahwa rekomendasi Pansus sangat bagus dan rinci," kata Agung.
Pansus juga menegaskan bahwa DPRD, khususnya Komisi C, wajib melakukan pengawasan secara ketat dan berkala terhadap implementasi rekomendasi ini. Ke depan, tidak boleh lagi ada ruang bagi pembiaran. "Kita lihat, Komisi C kita kejar nanti," pungkasnya.
