DPRD Kabupaten Malang Sebut Pelantikan Anak Bupati Jadi Kepala Dinas Sesuai Prosedur dan Meritokrasi

JATIMTIMES - Pelantikan anak bupati Malang sebagai kepala Dinas Lingkungan Hidup (DLH) Kabupaten Malang yang menuai sorotan publik  ditindaklanjuti oleh Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Malang. Hasilnya, DPRD Kabupaten Malang menyebut tidak ada pelanggaran dalam pengangkatan Ahmad Dzulfikar Nurrahman sebagai kepala DLH meski berstatus sebagai anak kandung Bupati Malang HM. Sanusi.

Penegasan tidak adanya pelanggaran tersebut juga disampaikan oleh Ketua Komisi I DPRD Kabupaten Malang Amarta Faza. "Dari proses yang berjalan, kami sudah mendapat pemaparan terkait beberapa data dan memang tidak ada pelanggaran terkait dengan prosedur maupun meritokrasi," tegasnya.

Faza menyebut, sebelumnya DPRD Kabupaten Malang juga telah menggelar Laporan Keterangan Pertanggungjawaban (LKPJ) Bupati Malang Tahun 2025 yang berlangsung pada Selasa (21/4/2026). Agenda yang berlangsung di Gedung DPRD Kabupaten Malang tersebut juga turut dihadiri oleh pihak Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Malang.

"Komisi I DPRD Kabupaten Malang juga telah melakukan rapat dengan BKPSDM. Ada beberapa hal yang kami dalami, termasuk membahas terkait dengan isu yang berkembang di masyarakat tersebut (mengenai pengangkatan Kepala DLH Kabupaten Malang, red)," ujarnya.

Diakui Faza, ada beberapa hal yang menjadi titik berat pada pertanyaan yang disampaikan Komisi I DPRD Kabupaten Malang kepada BKPSDM. Di antaranya adalah mengenai sejauh mana proses meritokrasi dalam pemilihan kepala DLH Kabupaten Malang.

"Kemudian kami juga menanyakan terkait prosedur, apakah secara umur, secara golongan, beliau (anak bupati Malang, red) sudah memenuhi syarat. Termasuk di dalamnya kami juga mempertanyakan adakah aturan-aturan yang dilanggar terkait dengan apakah itu kekerabatan dan lain-lain," bebernya.

Dari sejumlah pertanyaan itulah, BKPSDM Kabupaten Malang memastikan tidak ada pelanggaran secara prosedur maupun meritokrasi. "Kami sudah dipaparkan dari BKPSDM mengenai beberapa data dan memang tidak ada pelanggaran terkait dengan prosedur maupun meritokrasi," ujarnya.

Sebaliknya, memurut Faza, secara kapasitas putra kandung Bupati Malang tersebut memang layak menjabat sebagai kepala DLH Kabupaten Malang. "Apa yang kami jadikan atensi ialah, secara kapasitas memang personal-nya ini adalah S3 cumlaude di bidang ilmu lingkungan. Kemudian ada beberapa prestasi di tahun 2020 maupun 2023," jelanya.

Meski secara kapasitas mumpuni, sambung Faza, putra kandung bupati Malang tersebut tetap harus dilihat kemampuannya saat menjabat sebagai kepala DLH Kabupaten Malang. "Memang tidak ditemukan pelanggaran prosedur maupun meritokrasi. Tapi tidak hanya prosedur yang harus kita lihat, namun kita juga harus melihat bagaimana nantinya kinerjanya terkait dengan Dinas Lingkungan Hidup," ujarnya.

Sebagaimana diberitakan sebelumnya, pelantikan Ahmad Dzulfikar Nurrahman merupakan bagian dari agenda besar rotasi dan mutasi pejabat yang dilakukan Pemerintah Kabupaten (Pemkab) Malang pada 13 April 2026. Saat itu ada sebanyak 447 pejabat yang dilantik dalam prosesi yang digelar di Pendapa Agung Kabupaten Malang tersebut.

Jabatan yang diisi pada serangkaian prosesi pelantikan tersebut meliputi jabatan pimpinan tinggi pratama (JPTP), administrator, pengawas hingga jabatan fungsional. Selain anaknya,  saat itu juga ada tiga pejabat eselon II lainnya yang  turut dilantik oleh Bupati Malang.

Pelantikan anak oleh  bupati Malang itulah yang kemudian menuai sorotan publik. Hingga akhirnya, dinamika tersebut turut ditindaklanjuti oleh DPRD Kabupaten Malang termasuk dengan meminta keterangan dari BKPSDM Kabupaten Malang pada agenda LKPJ yang berlangsung pada Selasa (21/4/2026) tersebut.

"Kami di Komisi I melihat bahwa apa yang disampaikan oleh publik ini adalah hal yang baik. Suatu kritik, masukan dari publik supaya jalannya pemerintahan ini sesuai dengan yang diharapkan oleh masyarakat dan kita bersama," pungkas Faza.
