JATIMTIMES – Meski memasuki masa kunjungan wisata yang seharusnya padat, nyatanya sektor perhotelan di Kota Batu masih harus berjuang keras melawan fluktuasi okupansi. Menanggapi kondisi ekonomi yang belum sepenuhnya stabil, Badan Pendapatan Daerah (Bapenda) Kota Batu memberikan lampu hijau bagi para pelaku usaha akomodasi untuk mengajukan keringanan pajak daerah.
Kepala Bapenda Kota Batu, Mohammad Nur Adhim, menyatakan bahwa pihaknya memahami tekanan finansial yang dihadapi para pengusaha hotel. Kendati demikian, pemberian insentif atau relaksasi pajak tidak dilakukan secara sembarangan, melainkan harus melalui proses verifikasi yang ketat.

Adhim menegaskan bahwa setiap permohonan keringanan harus didasari pada bukti faktual di lapangan. Sesuai dengan Peraturan Walikota (Perwali) Nomor 24 Tahun 2021, pelaku usaha yang merasa terbebani diwajibkan mengajukan permohonan tertulis yang nantinya akan ditindaklanjuti dengan pemeriksaan laporan keuangan.

Kita ingin memastikan bahwa penurunan pendapatan tersebut memang sesuai fakta," tegas Adhim saat dikonfirmasi, Kamis (16/4/2026).
Mantan Kepala Satpol PP Kota Batu itu menjelaskan, terdapat tiga skema utama yang dapat dimanfaatkan oleh Wajib Pajak (WP) perhotelan guna menyambung napas operasional. Di antaranya Pengurangan Pajak, yakni pemberian potongan atau "diskon" dari nilai pokok pajak yang harus dibayar.
Skema selanjutnya, adanya pembebasan pajak atau penghapusan kewajiban pajak dalam periode tertentu (dengan syarat khusus). Selain itu ada penangguhan pembayaran, yakni penundaan tenggat waktu pembayaran pajak tanpa dikenai denda administrasi.
"Untuk skema penangguhan, sudah ada beberapa pelaku usaha yang mengajukan dan telah kami proses. Namun, untuk pengurangan nilai (diskon), prosedurnya memang lebih panjang karena berkaitan langsung dengan target Pendapatan Asli Daerah (PAD) yang sudah terpetakan," tambahnya.

Hingga saat ini, Adhim mengungkapkan belum ada berkas resmi yang masuk untuk permohonan pengurangan nilai pajak. Mayoritas pengusaha masih berada pada tahap konsultasi atau sekadar mengajukan perpanjangan waktu pembayaran.
Pihaknya berharap regulasi ini dapat menjadi bantalan bagi industri pariwisata agar tetap bertahan di tengah situasi yang menantang. Ia menekankan pentingnya transparansi antara pengusaha dan pemerintah daerah.
"Prinsipnya kami fleksibel dan mengikuti aturan yang ada. Yang paling penting adalah kejujuran dalam pelaporan pendapatan. Jika memang kondisi usaha sedang sulit, pemerintah akan hadir memberikan solusi sesuai regulasi yang berlaku," pungkasnya.
