JATIMTIMES – Realisasi Pendapatan Asli Daerah (PAD) dari sektor retribusi parkir tepi jalan umum di Kota Batu dilaporkan masih terseok-seok dan jauh dari target makro. Dari target ambisius sebesar Rp 7 miliar yang dipatok, Pemerintah Kota Batu baru mampu mengantongi Rp 1,7 miliar atau mentok di angka 24,32 persen saja.

Fakta jebloknya PAD ini dibeberkan langsung oleh Wali Kota Batu Nurochman dalam Rapat Paripurna Jawaban Kepala Daerah atas Pandangan Umum Fraksi DPRD di Gedung Dewan.

Meskipun secara akumulatif capaian tersebut naik tipis sebesar Rp 46,2 juta dibanding periode tahun sebelumnya, pria yang akrab disapa Cak Nur itu menegaskan hasil tersebut sangat tidak optimal. Untuk itu, dirinya mendorong instansi terkait segera melakukan percepatan digitalisasi sistem perparkiran secara masif guna membendung kebocoran anggaran.

Pria asli Desa Sumberejo ini membongkar sejumlah faktor klasik hingga pelanggaran teknis yang dilakukan oleh oknum juru parkir (jukir) di lapangan yang memicu seretnya setoran retribusi. Mulai dari rendahnya intensitas pengawasan dari dinas terkait, hingga ketidakdisiplinan jukir yang sengaja tidak memberikan karcis resmi kepada pengguna jasa.

"Banyak jukir yang tidak mematuhi jangka waktu penyetoran karcis selama satu bulan sebagaimana yang diatur dalam Perjanjian Kerja Sama (PKS),” urai Cak Nur dalam rapat paripurna DPRD, belum lama ini.

Selain itu, orang nomor satu di Pemkot Batu tersebut juga menyoroti ulah jukir yang enggan mengambil karcis sesuai dengan potensi riil di titik lokasinya masing-masing. Karena itu, selain memperketat evaluasi internal, Cak Nur juga meminta masyarakat ikut aktif mencegah kebocoran dengan wajib meminta karcis resmi sebelum membayar.

Masalah pendapatan parkir ini kian pelik lantaran fasilitas modern berupa gate parkir elektronik di dua lumbung utama, yakni Pasar Induk Among Tani dan kawasan Alun-Alun Kota Batu, juga dilaporkan memble akibat terbentur kendala teknis operasional.

"Harus diperluas digitalisasi melalui kanal pembayaran non-tunai. Ini penting demi meningkatkan transparansi dan mencegah kebocoran anggaran ke depan," tegasnya.
