JATIMTIMES – Anggota DPRD Provinsi Jawa Timur (Jatim) dari Dapil Madura, R. Harisandi Savari , mendorong Pemerintah Provinsi (Pemprov) Jatim untuk melakukan transformasi radikal di sektor pergaraman.
Harisandi menegaskan bahwa Madura tidak boleh lagi sekadar menjadi produsen bahan mentah, melainkan harus bertransformasi menjadi pusat industri garam nasional yang terintegrasi dari hulu hingga hilir.

Legislator dari Fraksi PKS ini menilai, meskipun Madura merupakan pilar utama produksi garam di Indonesia, potensi ekonominya selama ini belum dikelola secara maksimal sehingga manfaatnya belum dirasakan secara luas oleh masyarakat lokal.
“Hari ini Madura tidak cukup hanya dikenal sebagai penghasil garam. Kita harus naik kelas menjadi kawasan industri garam nasional yang modern, mandiri, dan mampu meningkatkan kesejahteraan masyarakat,” ujar Harisandi, Sabtu (9/5/2026).
Harisandi menyoroti berbagai persoalan klasik yang selama puluhan tahun menghimpit petani garam di Madura, mulai dari fluktuasi harga yang tidak menentu, minimnya infrastruktur gudang penyimpanan, hingga tekanan dari masuknya garam impor.
Ia mendorong penguatan hilirisasi agar garam Madura memiliki nilai tambah tinggi di berbagai sektor strategis, seperti farmasi, kosmetik, hingga kebutuhan industri manufaktur.
“Jangan sampai Madura hanya menjadi penonton di tanahnya sendiri. Garam Madura harus menjadi kekuatan ekonomi daerah dan sumber kesejahteraan masyarakat pesisir,” tegas mantan wartawan ini.
Harisandi memandang pengembangan industri garam yang terintegrasi sebagai instrumen kunci untuk menekan angka kemiskinan dan pengangguran di Madura. Ia menekankan bahwa pembangunan ekosistem industri yang mencakup akses distribusi, teknologi pengolahan modern, hingga dukungan pembiayaan akan memicu pertumbuhan ekonomi padat karya.

“Ketika industri garam tumbuh, maka akan lahir lapangan kerja baru, usaha baru, dan perputaran ekonomi masyarakat pesisir. Ini bukan sekadar soal garam, tetapi soal masa depan ekonomi Madura,” tambahnya.
DPRD Jatim mendesak Pemprov Jatim untuk menempatkan pengembangan industri garam Madura sebagai salah satu program prioritas dalam rencana pembangunan daerah. Harisandi menggarisbawahi pentingnya sinergi antara pemerintah pusat, BUMD, dan sektor swasta agar Madura benar-benar mampu menjadi poros industri garam Indonesia.
“Potensi besar ini jangan sampai terus terabaikan. Madura punya kekuatan alam dan sumber daya masyarakat yang luar biasa untuk menjadi pusat industri garam nasional,” pungkasnya.
