JATIMTIMES - Hasil Survei Penduduk Antar-Sensus (SUPAS) 2025 membeberkan kondisi terbaru kependudukan di Jawa Timur. Dari data, terjadi perlambatan pertumbuhan penduduk sekaligus menguatnya tren menuju struktur penduduk menua. 

Dalam lima tahun terakhir, laju pertumbuhan penduduk tercatat sebesar 0,73 persen per tahun, lebih rendah dibandingkan periode sebelumnya yang mencapai 0,79 persen.

Jumlah penduduk Jawa Timur pada 2025 mencapai 42,11 juta jiwa atau bertambah sekitar 1,44 juta jiwa dibandingkan 2020. Meski terus meningkat, perlambatan laju pertumbuhan ini menjadi sinyal perubahan demografi yang signifikan.

Plt Kepala BPS Provinsi Jawa Timur Herum Fajarwati mengatakan kondisi ini tidak terlepas dari penurunan angka kelahiran yang terus berlangsung dalam satu dekade terakhir. “Laju pertumbuhan penduduk Jawa Timur mengalami perlambatan, seiring dengan turunnya angka kelahiran yang kini berada di bawah tingkat penggantian,” katanya.

Data SUPAS 2025 mencatat angka kelahiran total (total fertility rate/TFR) Jawa Timur sebesar 1,95, turun dari 1,98 pada 2020 dan 2,00 pada 2010. Angka ini sudah berada di bawah replacement level sebesar 2,10, yang menandakan rata-rata perempuan melahirkan kurang dari dua anak selama masa reproduksinya.

Penurunan fertilitas ini berdampak langsung pada perubahan struktur umur penduduk. Saat ini, Jawa Timur mulai memasuki fase ageing population dengan persentase penduduk lanjut usia mencapai 15,45 persen tertinggi kedua di Indonesia.

“Struktur penduduk Jawa Timur menunjukkan pergeseran menuju ageing population. Proporsi lansia meningkat cukup signifikan,” jelas Herum.

Di sisi lain, komposisi usia produktif (15-64 tahun) masih mendominasi dengan porsi 69,28 persen. Kondisi ini membuat Jawa Timur masih menikmati bonus demografi, meski mulai dibayangi peningkatan rasio ketergantungan yang kini berada di angka 44,35.

Artinya, setiap 100 penduduk usia produktif menanggung sekitar 44 penduduk usia nonproduktif. Angka ini meningkat dibandingkan 2020, yang mengindikasikan mulai bertambahnya beban ekonomi pada kelompok usia produktif.

Dari sisi kesehatan, kabar baik datang dari penurunan angka kematian bayi (IMR) yang kini mencapai 11,84 per 1.000 kelahiran hidup. Capaian ini menunjukkan adanya perbaikan layanan kesehatan, khususnya bagi ibu dan anak.

Sementara itu, dari aspek mobilitas, sebagian besar kabupaten/kota di Jawa Timur masih menjadi tujuan migrasi dengan angka migrasi risen neto yang positif. Namun, terdapat delapan daerah yang justru mengalami migrasi keluar lebih besar dibandingkan yang masuk.

Komposisi penduduk berdasarkan generasi juga memperlihatkan dominasi generasi muda. Generasi milenial menjadi kelompok terbesar dengan porsi 23,64 persen, disusul generasi Z sebesar 22,69 persen. Kombinasi keduanya mencakup hampir separuh populasi Jawa Timur.

Herum menilai, kondisi ini menjadi peluang sekaligus tantangan bagi pemerintah daerah dalam merancang kebijakan pembangunan ke depan.

“Kondisi bonus demografi harus dimanfaatkan secara optimal, namun di saat yang sama pemerintah juga perlu bersiap menghadapi peningkatan jumlah penduduk lanjut usia,” tutupnya.
