JATIMTIMES - Pemerintah Kota (Pemkot) Malang tengah menyiapkan Rancangan Peraturan Daerah (Raperda) tentang Lalu Lintas dan Angkutan Jalan (LLAJ) sebagai upaya mengatasi berbagai persoalan transportasi di wilayah perkotaan. Regulasi tersebut nantinya akan mengatur sejumlah aspek, mulai dari pola pergerakan kendaraan, penataan parkir hingga pelayanan angkutan umum.

Wali Kota Malang, Wahyu Hidayat mengatakan, keberadaan perda tersebut dinilai penting karena Kota Malang saat ini menghadapi berbagai persoalan lalu lintas yang semakin kompleks. Salah satunya berkaitan dengan kemacetan dan tingkat pelayanan jalan atau level of service.

“Sekarang kan banyak permasalahan terkait kemacetan, terkait juga dengan level of service, kemudian ada beberapa hal yang juga terkait penataan parkir dan lain-lain,” ujar Wahyu, Senin (4/5/2026).

Menurutnya, melalui Raperda tersebut pemerintah ingin menyusun sistem pengaturan lalu lintas yang lebih komprehensif. Tidak hanya soal kendaraan, tetapi juga menyangkut pola pergerakan masyarakat dan distribusi arus kendaraan di Kota Malang.

Ia menjelaskan, selama ini Kota Malang memiliki pola pergerakan kendaraan yang bercampur antara lalu lintas regional dan lokal. Kondisi tersebut membuat kendaraan dari luar daerah kerap masuk ke jalur-jalur lokal sehingga memicu kepadatan di sejumlah titik.

“Nah, ini semua kita akan atur termasuk juga pola pergerakan. Karena selama ini pergerakan yang ada di Kota Malang ini bercampur. Ada pergerakan regional tapi harus masuk dalam pergerakan jalan lokal,” jelasnya.

Wahyu menambahkan, pembahasan dalam Raperda Lalu Lintas nantinya juga mencakup sistem angkutan dan pengelolaan parkir. Bahkan, perubahan rute angkutan kota (angkot) juga berpotensi dibahas dalam pembentukan regulasi tersebut.

“Pelaksanaan angkutan, parkir dan lain-lain itu kita bahas di dalam Raperda Lalu Lintas,” imbuhnya.

Sementara itu, terkait rencana pembangunan jalan lingkar di Kota Malang, Wahyu menegaskan bahwa hal tersebut tidak akan menjadi pembahasan utama dalam Raperda. Sebab, rencana jalan lingkar sudah tercantum dalam dokumen tata ruang daerah.

“Kalau rencana jalan lingkar sudah ada di tata ruang,” tegasnya.

Untuk diketahui, pembahasan lebih lanjut terkait substansi Raperda Lalu Lintas dan Angkutan Jalan nantinya akan dilakukan bersama panitia khusus (Pansus) DPRD Kota Malang. Pemkot berharap regulasi tersebut dapat menjadi dasar penataan transportasi perkotaan yang lebih tertib dan terintegrasi di masa mendatang.
