JATIMTIMES - Isu kelangkaan dan pembatasan LPG 12 kilogram mulai memunculkan kekhawatiran baru di Kota Malang. Dampaknya tak hanya dirasakan pelaku usaha makanan dan minuman, tetapi juga berpotensi menggerus pendapatan pajak daerah jika kondisi ini terus berlarut. Situasi ini memicu kewaspadaan pemerintah daerah karena efek berantai yang ditimbulkan bisa meluas ke berbagai sektor.

Kepala Badan Pendapatan Daerah Kota Malang Handi Priyanto menegaskan bahwa penerimaan pajak daerah sangat bergantung pada perputaran omzet pelaku usaha. Penurunan omzet secara langsung akan berdampak pada besaran pajak yang masuk ke kas daerah.

“Pajak itu melekat pada omzet. Kalau omzet turun, otomatis pajaknya ikut turun. Misalnya dari 1 miliar jadi 500 juta, pajaknya juga turun setengahnya,” ujar Handi.

Di lapangan, dampak tersebut mulai terasa dan dirasakan langsung oleh pelaku usaha. Sejumlah restoran di Kota Malang mengaku mengalami penurunan omzet akibat terbatasnya pasokan LPG 12 kg yang menjadi kebutuhan utama operasional.

Kondisi ini memaksa sebagian pelaku usaha menyesuaikan produksi dan bahkan memangkas porsi penjualan demi bertahan.

Meski begitu, Bapenda mencatat hingga triwulan pertama 2026, kinerja pajak dari sektor Pajak Barang dan Jasa Tertentu makanan dan minuman masih menunjukkan tren positif. Realisasi penerimaan bahkan tercatat surplus signifikan dan melampaui target awal. 

“Sejauh ini belum ada pengaruh. Triwulan satu kita masih surplus, bahkan belum termasuk laporan bulan Ramadan yang masuk April. Jadi trennya masih aman,” ungkapnya.

Namun, ia mengingatkan bahwa dampak riil dari kelangkaan LPG berpotensi baru akan terlihat dalam waktu dekat. Jika pasokan tidak segera normal, penurunan omzet pelaku usaha bisa berdampak serius pada penerimaan pajak di periode berikutnya. 

“Kalau problem ini berlanjut, kemungkinan akan terlihat di pelaporan pajak bulan Mei. Dampaknya bisa terasa lebih besar di triwulan selanjutnya,” jelasnya.

Menurut Handi, menjaga stabilitas ekonomi pelaku usaha menjadi kunci utama dalam mempertahankan pendapatan daerah. Ia menekankan pentingnya peran lintas perangkat daerah untuk memastikan setiap sektor tetap berjalan optimal.

“Kalau LPG langka, itu ranahnya Dinas Koperasi, Perindustrian, dan Perdagangan. Mereka harus memastikan pasokan aman. Sama seperti sektor pariwisata, kalau wisatawan turun, Disporapar harus bergerak. Semua saling terkait,” tuturnya.

Handi juga menegaskan bahwa sistem digitalisasi pajak tidak serta-merta mampu menahan penurunan penerimaan jika aktivitas ekonomi melemah. Menurutnya, kekuatan utama tetap berada pada stabilitas usaha di lapangan dan daya beli masyarakat. 

“Walaupun sistem pajak sudah digital, kalau omzet turun ya pajak tetap turun. Maka yang harus dijaga adalah aktivitas ekonominya,” pungkasnya.

Seperti diketahui, kelangkaan LPG nonsubsidi 12 kg dalam beberapa pekan terakhir mulai dirasakan pangkalan hingga pelaku usaha makanan dan minuman di Kota Malang. 

Kondisi ini membuat pasokan tersendat dan memicu kekhawatiran berantai terhadap keberlangsungan usaha. Jika tidak segera diatasi, tekanan terhadap sektor usaha bisa berdampak langsung pada potensi penerimaan daerah ke depan.
