JATIMTIMES – Panitia Khusus (Pansus) BUMD DPRD Provinsi Jawa Timur (Jatim) tengah mempertimbangkan rekomendasi pembentukan entitas BUMD yang khusus menangani sektor pangan guna mengoptimalkan potensi daerah sebagai lumbung pangan nasional.
Langkah ini dinilai mendesak agar tata kelola pangan di Jawa Timur (Jatim) memiliki manajemen yang mandiri dan tidak lagi tercampur dengan lini bisnis lain yang tidak relevan. Terkait hal ini, Pansus BUMD juga telah melakukan studi banding ke PT Food Station Tjipinang Jaya (Perseroda) di Jakarta belum lama ini.

Anggota Pansus BUMD DPRD Jatim, Lilik Hendarwati, menyatakan bahwa Jatim sangat membutuhkan entitas setingkat Food Station yang berfungsi sebagai jembatan efektif dari hulu ke hilir. Menurutnya, selama ini potensi pangan Jatim belum tergarap maksimal karena pengelolaannya masih bernaung di bawah BUMD yang memiliki fokus bisnis beragam.
“Sebenarnya Jawa Timur itu justru membutuhkan semacam Food Station yang itu bisa digunakan sebagai jembatan dari hilir ke hulu pangan itu sendiri. Jika itu dikelola oleh BUMD yang memang khusus menangani pangan, saya kira hasilnya akan jauh lebih baik. Selama ini BUMD pangan kita itu masih tercampur-campur,” ujar Lilik Hendarwati, Minggu (19/4/2026).
Ketua Fraksi PKS DPRD Jatim ini memberikan catatan khusus pada PT Puspa Agro, yang merupakan anak usaha BUMD PT Jatim Grha Utama.. Meskipun didukung oleh infrastruktur yang memadai, Puspa Agro dinilai belum berhasil menjadi motor penggerak pangan daerah karena masalah manajerial yang kurang tajam.
Ia menekankan bahwa sebuah BUMD pangan harus memiliki spesialisasi kerja yang intens, mulai dari pengumpulan hasil produksi petani hingga jaringan pemasaran yang luas. Ia mengkritik pola pengelolaan BUMD saat ini yang terkesan melakukan multitasking terlalu jauh, sehingga mengaburkan profesionalisme di sektor pangan.
“Fokusnya harus satu, tidak tercampur-campur seperti BUMD sekarang yang jualan sembako, jualan rumah, apartemen, sampai pergudangan. Jika dikelola secara khusus, hasilnya pasti beda. Ada yang khusus mengumpulkan pasokan dari bawah, ada bagian marketing-nya, dan ada bagian penjualannya. Itu akan lebih intens untuk menyelesaikan masalah pangan,” tegasnya.

Visi pembentukan BUMD Pangan khusus ini juga menjadi langkah strategis dalam menyambut posisi Jawa Timur sebagai "Gerbang Baru Nusantara" bagi Ibu Kota Nusantara (IKN). Sebagai provinsi penghasil pangan terbesar, Jatim berpeluang besar menjadi pemasok utama logistik ke Kalimantan jika memiliki sistem manajemen satu pintu yang kuat.
Lilik membayangkan konsep Koperasi Desa Merah Putih (KDMP) yang mengintegrasikan koperasi desa sebagai penyokong hulu dapat diadopsi di tingkat provinsi. Dengan sistem ini, Jatim diharapkan mampu menjadi terminal pangan yang tangguh, baik untuk memenuhi kebutuhan domestik maupun menyuplai daerah strategis lainnya.
“Pasokan pangan dari Jawa Timur adalah yang terdekat untuk jalur ke IKN. Apalagi Jawa Timur adalah lumbung pangan Indonesia dengan penghasil terbesar. Jika BUMD Pangan Jatim konsepnya dari hulu ke hilir, dampaknya luar biasa. Kita punya potensinya, tinggal bagaimana pengelolaannya,” pungkas legislator yang juga anggota Komisi C DPRD Jatim tersebut.
