JATIMTIMES - Dalam kurun waktu kurang dari satu dekade, satu daerah di Jawa Timur kembali terseret kasus korupsi dengan pola yang nyaris serupa. Kabupaten Tulungagung, yang pernah diguncang Operasi Tangkap Tangan (OTT) pada 2018, kini kembali menjadi sorotan setelah bupatinya lagi-lagi terjaring OTT pada 2026.

Fenomena ini menegaskan bahwa praktik korupsi di daerah belum sepenuhnya hilang, bahkan cenderung berulang. Komisi Pemberantasan Korupsi (KPK) pun terus menunjukkan konsistensinya dalam membongkar praktik rasuah, mulai dari jual beli jabatan hingga dugaan pengaturan proyek dan pengadaan barang.

Kasus di Tulungagung menjadi contoh nyata. Pada 2018, Syahri Mulyo terjaring OTT terkait dugaan suap proyek infrastruktur. Kini, pada 2026, kasus serupa kembali terjadi dengan aktor berbeda, memperkuat dugaan adanya pola lama yang belum sepenuhnya terputus.

Dihimpun dari berbagai sumber, berikut daftar petinggi di Jawa Timur yang terjaring OTT KPK dalam beberapa tahun terakhir, disusun dari yang terlama hingga terbaru lengkap dengan tahun kejadiannya:

1. Novi Rahman Hidayat – OTT Tahun 2021 (Kasus Jual Beli Jabatan)

Pada tahun 2021, KPK mengamankan Bupati Nganjuk, Novi Rahman Hidayat, dalam OTT terkait dugaan jual beli jabatan di lingkungan pemerintah daerah.

Kasus ini mengungkap praktik transaksi untuk pengisian jabatan kepala desa dan posisi strategis lainnya. Peristiwa ini menjadi salah satu contoh nyata bagaimana sistem birokrasi dapat disalahgunakan demi keuntungan pribadi.

2. Oknum Direktorat Jenderal Bea dan Cukai Wilayah Jatim – OTT Tahun 2022 (Dugaan Pengaturan Impor)

Pada tahun 2022, KPK juga melakukan OTT terhadap sejumlah oknum di Direktorat Jenderal Bea dan Cukai wilayah Jawa Timur.

Penindakan ini berkaitan dengan dugaan praktik suap dalam pengaturan impor. Kasus tersebut menunjukkan bahwa potensi korupsi tidak hanya terjadi di pemerintahan daerah, tetapi juga di instansi vertikal yang memiliki peran strategis dalam aktivitas perdagangan.

3. Ahmad Muhdlor Ali – OTT Tahun 2024 (Dugaan Korupsi Alat Kesehatan)

Memasuki tahun 2024, giliran Bupati Sidoarjo periode 2019–2024, Ahmad Muhdlor Ali, yang terseret kasus korupsi. Ia diduga terlibat dalam penyimpangan pengadaan alat kesehatan.

Kasus ini menjadi perhatian luas karena berkaitan langsung dengan sektor kesehatan. Dugaan korupsi dalam pengadaan alat kesehatan dinilai sangat merugikan masyarakat, terutama dalam hal kualitas pelayanan publik.

4. Gatut Sunu Wibowo – OTT Tahun 2026 (Kasus Terbaru)

Kasus paling baru terjadi pada April 2026, ketika KPK menggelar OTT yang menyeret Bupati Tulungagung, Gatut Sunu Wibowo.

Dalam operasi tersebut, KPK turut mengamankan belasan pejabat dari berbagai dinas, seperti Dinas PUPR, Dinas Pertanian, BPKAD, Bakesbangpol, hingga anggota DPRD Tulungagung. Skala penindakan ini menunjukkan dugaan keterlibatan banyak pihak dalam praktik korupsi yang terorganisir.

Rangkaian OTT dari tahun 2021 hingga 2026 ini, ditambah kasus pada 2018, memperlihatkan bahwa praktik korupsi di Jawa Timur masih menjadi persoalan yang kompleks dan berulang.

Modus yang digunakan pun beragam, mulai dari jual beli jabatan, pengaturan proyek, hingga pengadaan barang dan jasa. Bahkan, Tulungagung menjadi contoh nyata bagaimana praktik serupa bisa terjadi lebih dari satu kali di daerah yang sama.

Langkah tegas KPK diharapkan tidak hanya memberikan efek jera, tetapi juga mampu mendorong reformasi sistem yang lebih transparan dan akuntabel. Di sisi lain, penguatan pengawasan internal serta peran aktif masyarakat menjadi kunci penting agar praktik serupa tidak terus berulang di masa mendatang.

Dengan upaya bersama, harapan menuju pemerintahan yang bersih dan bebas korupsi di Jawa Timur bukanlah hal yang mustahil.
